To prove that he wants to rid the government of corruption, President Rodrigo Duterte should veto pork-like items in the proposed 2017 national budget, Senator Panfilo Lacson said Thursday.
At a media briefing, Lacson said some pork allocations were inserted and craftily hidden in the General Appropriations Bill (GAB), recently ratified by both houses of Congress.
This is a test to the political will of the President; because lagi niyang sinasabi stop corruption, corruption must stop and this is the best test as far as Im concerned para mapakita na ayaw niya ng corruption, Lacson said.

Pork barrel funds refer to priority development assistance funds (PDAF) allotted to members of the House of Representatives and senators in previous Congresses. The Supreme Court declared it unconstitutional in 2013.
Lacson said he wants to talk to Duterte to thoroughly discuss with him the questionable items in the national budget.

If Duterte vetoes pork-like items in the budget, he can decide in which government agencies such funds should be allocated to.
Lacson said he is considering questioning the budget before the SC if Duterte does not veto such items.

One of the budgetary items Lacson opposed was an P8.3-billion fund transferred by congressmen from the Autonomous Region in Muslim Mindanao (ARMM) to the Department of Public Works and Highways (DPWH), saying it was a violation of the regions Organic Act.
The said budget was eventually transferred for state colleges and universities despite the pressure from several congressmen, Lacson said.
Lacson was one of two senators who voted against the ratification of the proposed GAB. The other was Senator Sherwin Gatchalian. The budget was ratified with a vote of 17-2 with one abstention by Majority Leader Vicente Sotto III.
Lacson said some of his colleagues in the Senate were able to insert allocations through budget amendments.
We should leave it to their individudal conscience kung ano yung in-insert nila. Nasa sa kanila yun kung intended for projects, he said.
