Ombudsman to reopen Davao Death Squad probe
The Office of the Ombudsman will reopen its investigation of the so-called Davao Death Squad (DDS) despite having it closed almost a year ago, according to Overal Deputy Ombudsman Melchor Arthur Carandang.
If evidence will surface, it can be reopened, Carandang explained, after being asked about the issue in chance interview with the Inquirer.
Asked if a fact-finding investigation would be conducted again, Carandang replied: Yes, yes. It will be reopened.
It was Carandang himself who deemed the probe, which started in 2014, terminated for lack of evidence.
But last Dec. 9, the reopening of the case became a possiblity when self-confessed hitman Edgar Matobato filed a complaint against President Rodrigo Duterte, whom he accused of heading the DDS.
The Palace had called Matobatos complaint as mere harassment, arguing that investigators at the Office of the Ombudsman had closed an earlier inquiry for lack of findings.
But Carandang said the earlier termination of the probe was done with no prejudice to the investigation that would need to be conducted on Matobatos complaint.
The earlier action, he said, simply quoted the report of the Davao Region office of the Commission on Human Rights (CHR) that dismissed the idea of the DDS as chismis, or gossip.
Carandang only had the CHR report to rely on because investigators could not reach any witness to testify about the groups existence.
The team went to Davao and looked for evidence, but did not encounter or speak with anyone, Carandang said. So the investigators relied on the Commission on Human Rights.
Ombudsman Conchita Carpio Morales had earlier said she would inhibit herself and take no part in cases against Duterte and his family. Morales is the aunt of Dutertes son-in-law, lawyer Manases Carpio.
In his four-page affidavit on Dec. 9, Matobato said that Duterte, longtime mayor of Davao City, created and led the DDS in March 1988. Originally called the Lambada Boys, the DDS consisted of Davao City police officers and some civilians, according to the complaint.
The DDS was allegedly responsible for the killing of more than 1,000 suspected criminals in the city.
Matobato, reiterating his testimony before a Senate inquiry, echoed this figure and claimed some of the killings were ordered or even witnessed by Duterte himself.
Matobato outed himself as a DDS hitman during the Senate inquiry launched last September by Sen. Leila de Lima as thousands were reported killed nationwide amid the Duterte administrations war on drugs.
De Lima would later be ousted as justice committee chair for presenting Matobato as a surprise witness. The committee would end up issuing a report absolving Duterte and the police, censureing Matobato for perjury, and concluding that there was no proof of either the DDS or the extrajudicial killings in the ongoing police operations against drug suspects.
The complaint, filed through Matobataos lawyer, Jude Sabio, accused Duterte and 27 others of murder, kidnapping, torture, and violation of Republic Act No. 9851, the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.
Also named respondents were the chief of the Philippine National, Director General Ronald de la Rosa, and Dutertes son, Davao City Vice Mayor Paolo Duterte, as well as 20 Davao City police officers and the five other original members of the DDS.

On 7 December 2016, BBM received a copy of the PET Resolution which granted BBMs request for PET to direct the COMELEC to furnish him and other interested parties with copies of the Minutes of the Proceedings and/or Transcript of Stenographic Notes taken during the closure / stripping activities conducted in Sta. Rosa Laguna, and the results of the decryption of the SD cards of contingency VCMs which were found to contain data during the said closure / stripping activities.

As of this date, there remain only two (2) major pending motions that require resolution by the PET:
1) the 9 September 2016 Motion to strike out and/or expunge Robredos Answer with Counter-Protest for being filed out of time; and

But while the 2016 may be the year that fake news on the Internet became the news, the outbreak of the fighting in Eastern Ukraine in 2014 was the first time it was weaponized in full public view.
It is natural, of course, that Russian media would have its own perspective on a conflict pitting ethnic Russians against Ukrainians. Accurate information is exceedingly difficult to obtain out of any armed conflict, and both loyalists and rebels in Ukraine engaged in information warfare and its fabrications.
What is not natural or at least, naturally-occurring is the concerted state-sponsored effort by the Kremlin to manufacture false news stories and commenters and push them through both official and unofficial outlets under its direction and control in order to enable Russian foreign policy objectives.
The methods pioneered in 2014 were a harbinger of the deluge that struck Europe and the United States in 2016.
Everyone else is more corrupt
When confronted with contrary information, the Kremlins defenders often fall back on two typical replies. The first is Whataboutism otherwise known as changing the subject.
Are Russian warplanes deliberately targeting hospitals and bakeries in Aleppo? Well, America bombed Hanoi during the Vietnam War. Did Putin blatantly lie about Russian troops seizing Crimea? But George W. Bush lied about WMDs.
More bluntly, Putins defenders argue that Russian propaganda is fundamentally no different than the biased and pervasive Western media. In other words, you are no better than we are.
So Western media is no different, right? Theres practically nothing separating them from Russias propaganda except little things like the American or European press being allowed to criticize their own heads of state, governments and their national policies, and those news outlets are generally not shut down or arrested for doing so.
And the article about the Pentagons fake news scheme in Iraq came from The Washington Post.
Which is precisely why Putin sees press freedom and open access to civil society organizations as a weakness and vulnerability. He has done his best to purge domestic and international organization in Russia that could independently report on or challenge his policies, while simultaneously creating a coordinated media apparatus to influence populaces in Asia, Europe, the Middle East, and North and South America.

Paramount Pictures and Skydance media have set a release date for summer of 2018.
Previously, it was reported by the Hollywood Reporter that the release date of "MI:6" will be in June or July of 2017. Yet this plan could change and indeed it has changed since that recent reports surfaced that "Mission: Impossible 6" is scheduled to be released summer of 2018 according to Coming Soon.
The sixth installment of the "Mission Impossible" sequel will be coming to theaters on July 27, 2018. The production of "Mission: Impossible" is expected to begin in the spring of 2017 with Christopher McQuarrie who previously helmed "Mission: Impossible - Rogue Nation."
